Lead advisory engagements for Somali institutions and the programmes that fund them — strategies, policies, guidelines, options analysis, institutional reviews and standard operating procedures. Strong public-policy or public-administration background, demonstrable writing samples, and prior experience working alongside Somali institutions strongly preferred.
Lead the field engine: household, facility and enterprise surveys; needs and situation assessments; sampling and instrument design; enumerator recruitment, briefing and quality control; GPS-enabled data collection; and data cleaning, statistical and spatial analysis. Operating experience across Banadir, Lower Shabelle, Hirshabelle, Galmudug or Puntland is decisive.
Lead engineering and technical work: condition surveys, architectural design and master planning, structural and civil design, building services, water and energy engineering, feasibility studies, and construction supervision when commissioned. The role keeps the firm’s wider work honest about technical and field reality. Somali engineering body registration required or in progress.
Deliver environmental and social assessment, sustainability and resource-efficiency advisory, and guideline development for waste and circular-economy systems. Working familiarity with the World Bank environmental and social standards, ISO 14001, and the Basel and Bamako Conventions required. Comfort calibrating these references to Somali institutional constraints is what makes this role different from a generic environment job elsewhere.
Design information and management systems, data-collection platforms and results dashboards that help public programmes turn evidence into decisions, and provide digital advisory where institutions are ready for it. Comfort with data platforms (KoBo / ODK), dashboarding and data-governance principles required.
Design theories of change, results frameworks and indicators; lead evaluations against the OECD-DAC criteria, mid-term reviews, value-for-money analyses and third-party monitoring assignments. Mixed-methods competence required; demonstrated work in fragile or access-constrained settings essential. Donor reporting fluency (World Bank, AfDB, EU, FCDO, USAID, GIZ, UN) is expected.
